2 May 2009 – Philadelphia, PA, USA The guilty plea of Andrea Kelly in the starvation death of her daughter Danieal Kelly has been followed by indictment of 8 others on federal fraud charges. The eight people charged include 4 founders of Multi-Ethnic Behavioral Health, Inc. and 4 social workers employed by Multi-Ethnic Behavioral Health, Inc. which was contracted to oversee the living conditions of 14-year-old Danieal during the time that she was neglected to the point of starving to death. One additional employee of the agnecy is charged with perjury in testimony to a grand jury.According to 6ABC.com:
The indictment alleges 12 counts of wire fraud, six counts of health care fraud, one count of conspiracy to obstruct a federal investigation, one count of providing a false statement to federal agents, and one count of perjury before a federal grand jury.

This is the saddest thing I have ever read. How could you allow your own child to waste away, yet care for the other eight you have? I still can’t believe that her Ms. Kelly and her attorney’s blame DHS for the childs death, stating something like if the workers from DHS would have came to the house, the child would still be alive. She must not know how stupid she sounds! Yes I agree that DHS workers should have come to the house since its their job, but it was Ms. Kelly’s job as Danieal’s mother to care for her. And if she felt that the local DHS wasn’t doing their job she should have went there herself to request a worker to come out and help her care for her child!
